On June 20, 2025, in Bac Ninh Province, Customs Sub-Department Area V hosted the first Customs–Business Dialogue Conference of the year in collaboration with Saigon Newport Corporation (SNP). The event brought together over 300 participants, including representatives from government agencies, export-import enterprises, and logistics service providers operating across Northern Vietnam’s key economic zones.

Bac Ninh – Bac Giang: Emerging Growth Engines in Northern Vietnam

The conference took place as Bac Ninh continues to solidify its reputation as a top destination for foreign investment. In just the first five months of 2025, the province attracted over USD 3.3 billion in FDI—an exceptional figure exceeding annual targets and ranking among the highest in the country.

Major FDI projects have been pouring into strategic sectors such as electronics, semiconductor components, smart devices, and high-tech logistics. Global giants including Samsung, Amkor, Goertek, and Foxconn are continuously expanding their manufacturing facilities and supply chains in Bac Ninh, turning the province into a leading regional hub for technology and export production.

The proposed administrative merger of Bac Ninh and Bac Giang will result in a new jurisdiction with over 3 million people, the highest regional GDP, and a well-integrated transportation network of highways, railways, and national routes.

Positioned along the industrial development axis of the Hanoi Capital Region, Bac Ninh leads in high-tech growth, while Bac Giang stands out with expansive industrial parks, robust infrastructure, and strong urbanization potential. The merger is expected to unlock greater regional development space, shaping a future “administrative – industrial – technology center” in the North.

Policy Updates – Supporting Businesses

A key highlight of the event was the official reorganization of Bac Ninh Customs Department into Customs Sub-Department Area V. This restructuring reflects a strategy to streamline operations and enhance effectiveness, with the new Sub-Department now overseeing five provinces: Bac Ninh, Bac Giang, Tuyen Quang, Thai Nguyen, and Bac Kan. This lays the groundwork for a modern, connected, and efficient inter-regional customs system, aligned with the strategic development of Northern Vietnam’s economic zones.

At the conference, the Customs Sub-Department Area V delivered practical policy updates, including:

  • Key legal and regulatory changes in customs procedures, especially the 2024 VAT Law and the upcoming VAT reduction policy effective from July 1, 2025, through 2026.

  • Risk warnings for businesses engaged in investment, production, and cross-border trade amidst rising threats of fraud and illegal transshipment.

  • Waterway-Road Transport Integration: leveraging barge transport between Tan Cang Que Vo Dry Port and Hai Phong Cluster Port to reduce road congestion and environmental pollution.
